Other things being equal, recidivism rates would be expected to be higher in jurisdictions which have a low legal BAC limit for drivers and a long period over which a second or subsequent offence can legally be related to the initial offence. For example, Sweden has a legal limit of 0.02 whereas may States in the USA have a limit of 0.10. Most States in the USA, and Canada, monitor records for drink driving offences over a 5 year period. However in New York State it is 10 years and New Mexico and Nebraska use 30 years, or the life of the record of die individual driver. We also need to remember that when we talk about the recidivist drinking driver (and "drinking driver" is itself an unsatisfactory term in this context) we usually mean those drinking drivers with two or more convictions. The great majority of recidivist drinking drivers are not convicted and go undetected.
