The seminar was attended by 12 invited participants, all of whom have been involved in research or related activities in this area (see Appendix 1). It has been difficult to identify any effect on accident frequency as a consequence of a reduction in the legal blood alcohol limit because such a reduction has usually been accompanied by changes in enforcement practices and/or public educational campaigns ( see Appendix 2). There was general agreement in the seminar that lowering the legal blood alcohol limit from .08 to .05 will , in itself, be unlikely to produce any long-term reduction in the frequency of alcohol-related crashes.
