Mandatory correction of the identified defective items should therefore lead t o an increase in safety. In practice, it has been difficult to demonstrate clearly that vehicle inspection programs do in fact reduce the frequency of accidents due to vehicle defects. There are several reasons why this difficulty exists, including the possibility that such programs are ineffective, even to the extent of being counter-productive. Another reason is that vehicle defects are thought to account for only a small percentage of all crashes.
