This project benchmarked the New Zealand graduated licensing system (GLS) against those in other comparable high performing jurisdictions to identify any gaps between the New Zealand approach and best practice. A small number of targeted consultations were undertaken with driver licensing stakeholders in other international jurisdictions across Australia, Europe, and the United States to explore their experiences with elements of the licensing system that are not in place in New Zealand.
